I bought a second head as a backup and I am still new with cylinder head work.

If i lay a cylinder head on its side so all the valves are visible and turn the intake cam gear clockwise is there supposed to always be 2 valves sticking out or should there be a point where they all sit flush with the head ?

I just want to make sure this extra head is is decent shape if i ever needed it.

yes with the cam in, thre is always one pair of valves open every 90* of cam rotation, the same applies to the exhaust side
