right from the second link:

"Just tighten them in order to 3.3 ft-lbs [I just used a ratchet and guessed]. Then tighten them in order to 6.6 ft-lbs. Finally, tighten them in order to 8.9 ft-lbs."

The only torque wrenches I've ever seen go that low were screwdriver style ones. That being said, don't use a ratchet and try to guess the torque because you may just break the bolt. I use a 10mm nut driver to tighten mine. No torque, I just make them tight enough, and have never had problems. Back when I did always use a ratchet, I broke plenty of bolts.

Just so everyone knows, you can get precision with torque specifications that low. The tool to add to the tool box would be an in. lb. torque wrench like the one below:
