right from the second link:

"Just tighten them in order to 3.3 ft-lbs [I just used a ratchet and guessed]. Then tighten them in order to 6.6 ft-lbs. Finally, tighten them in order to 8.9 ft-lbs."

The only torque wrenches I've ever seen go that low were screwdriver style ones. That being said, don't use a ratchet and try to guess the torque because you may just break the bolt. I use a 10mm nut driver to tighten mine. No torque, I just make them tight enough, and have never had problems. Back when I did always use a ratchet, I broke plenty of bolts.
