Unknown cause of steering squeal

I have a bone stock 95 Eclipse GST. When I steer at at any speed, there is a horrible squealing sound coming the passenger side. It sounds like metal rubbing together. This squeal also happens when I go over bumps. I hear it over speed bumps more often since I am going slow.

Power steering fluid WAS low, then I filled it up and no dice. I looked at the rack and pinion and it was fine (I replaced the boots too and there is no leakage).
All the belts are at their correct tightness also. I had my brother turn the steering wheel while I looked under. I felt around while he was steering and I felt a lot of vibration (noise still present) from the lateral arm. Also while turning, the lateral arm moves forward and backwards. Is it supposed to move that way? If this is the issue, do I have to get a new lateral arm? It just seems like it's just loose with the way it moves while turning.

I know there are other posts about this, but not one of them helped me determine what is going on. This is my daily driver and I spend most of my driving on the highway. I need this issue fixed asap. THANKS!
 
it could be aerated power steering fluid if it was low the pump would suck air and causing to make of noise even after you fill up

Put front end up on jack stands, turn wheel side to side (Do not top out steering), continue...if has air pocket it should work back to p/s res
