Turbo won't boost past 18psi....

I'm thinking it's a bad pin at the temp switch because it works fine if I unplug the switch and jump the connector using the factory relay. Doubt I had two bad switches.

When I started to had problems I changed out the temp switch, tried different relays, and ohm'd out the wires. Nothing seemed to work. I just left the relay jumped.

Ok guys finally got both issues resolved. The fans are super simple so I traced every single wire of the system to find out I cold soldered the ground wire directly at the fans.
The turbo I said screw it and put 6 full turns on the wastegate and I was able to boost as high as wanted. First pull I hit 28psi part throttle so I backed the boost controller back down 24psi where I wanted to run the car at. So either the wastegate is just tired or has a really weak spring.
