Turbo No Boost Issue

Okay so I've been searching, and can't find anything that I think would help me.

I am running a 14B Turbo just setup for Wastegate pressure.

So here is my problem, I did a Turbo setup on my 3G eclipse and now it won't boost.
Well that's not entirely true, It boosted once to 6psi on first test drive and again during same drive, then once today.

Anyhow I went through and checked all my intercooler pipe, my bov, and none were leaking boost.

So I am lost, only things I can think of are, I do not have an exhaust welded back up yet after Install and I don't know if the wastegate is working properly, and not sure how to check it.
 
Hopefully you sprayed everything down with soapy water and pressurized the system to above what you are going to be running so you can look for bubbles forming. Pressure should stay for at least a Minute.

First option you can do is just pressurize the actuator and see if the rod moves back and forth to verify that the flapper door will open and close. You then want to look to see if it's binding up anywhere. An exhaust leak pre turbine will also hinder your boost-ability.
 
Yes I had to clock the Housing, however I fixed that earlier today, clocked it back to the stock position :sosad: . So I Have Been double checking everything my roommate put together, Just got thru checking the BOV, checked the Adjuster on it and about 1 turn looser and it fell out.... So I tightened it up and used a mighty vac to check how it was set, not able to check to see if the car boost tonight cause it has pretty much no exhaust right now and I don't want to wake the neighborhood, so I will know in the morning if fixing the BOV fixed my problem, if that would even cause my problem.

:edit: forgot to mention I put a pressure tester to the wastegate and it starts opening about 10psi
