new turbo no boost

I have a new Evo 3 turbo that is not really boosting , I just built a fmic, tubuler o2 hosing with a 38mm tial wastgate, installed 660 injecters with a afc2 . My engine is a 9:1 built with je's ect.

I went to the dyno today to tune my car and i can't get the evo to boost over 1.3 bar once the car et to about 5000 rpms the boost fall off hard to .5 bar. My exhaust is all 3" mandral with no cats . the only thing left to think about is the tial has a 7 psi spring . I'm running a turbonetics mbc. what do you guy's think?

big boost leak.... If you put all that on at once, you diffinatly need to test for boost leaks
