Turbo doesn't fit on motor.

I just finished putting together my motor and I wanted to try my new turbo setup to see how it'll fit. The problem is it didnt fit. It's a RRE T3 manifold and Im using a t3 flanged t04b. The only thing I can think of is to use a manifold spacer but I want to avoid that. Does anyone have any ideas?

sorry forgot to mention the part that didnt fit. The turbo exhaust housing doesn't clear the block so the manifold can't bolt on.

Can you take a picture of it? I also have the to4b with the mitsu turbine housing, Everything fit fine for me, Cleared the water pipe and everything.
