Turbo bolts missing

I have been experiencing really bad lag since I bought my car (I get 15psi on an Evo III at 5000rpms). I have done boost leak tests and only have a leak in my throttle body shaft seals. Anyway, I took the heat shields off my turbo and noticed many bolts missing. First off, the two bolts that hold the lower heat shield to the o2 housing on the right side are missing. I looked more and noticed that thw two bolts on the underside of the o2 housing that hold it to the turbo are completely gone. Well one looks like it broke off in there, the other is completely gone. Then the exhaust manifold to turbo gasket looks like it has been separated in a few peices. Like its cracked. Besides the obvious turbo gasket (can you really tell if its bad by looking at the tabs?), would those bolts cause my poor turbo response?
 
a leak anywhere before the turbo would certainly cause lag issues. a leak afterward wouldn't so much. check to make sure your boost is set right. its a possibility that it is set low say 8 or 10 psi and its just creeping up to 15psi. that would mean you don't have excess lag, you just need to readjust the boost.

be warned: you must be careful when turning up your boost. make sure you have all supporting mods and that it is tuned right. if your boost was turned down low when you bought it there may be a reason for it. if you do this wrong you will blow your engine and may cause other problems. good luck.
