Pin 3 is the Idle Position Switch or closed throttle switch as RamenPride called it.
It's what you use to adjust the TPS on a 2G.

Charles's 1G page is a good reference but because of variations in real parts and the sensor voltage at the TPS, adjusting a 1G TPS by resistance isn't very accurate and should be verified by checking to make sure that the TPS voltage is about 0.5v with the throttle closed or about 10% using a datalogger.
