TPS 10% on logger with engine running?

My TPS value on my logger with KOEO is 8.9% With KOER it is 9.7%.
Do I want to see 10% With the throttle plate closed with the engine off, Or running? I never really thought about it until now. I would check Alldata, But i am at home. Thanks.

Yea, thats pretty typical from what i've seen. Mine does the same thing.
