Why does his timing belt ride to the right of the cam gears (acts as it is coming off the cam gears).

Cam gears are new
Timing Belt is new
Everything is level on the motor

Any suggestions?

Actually, very little holds it in place. The crankshaft harmonic balancer pulley holds it back and the flange on the gear holds it from the engine. If it's running out of alignment, I'd look pretty close at idlers and the tensioner pivot. You should be able to the culprit once you get the covers off. Look laterally down the belt and if you see something that just doesn't look in alignment, focus on that.

Good Luck

Looking at the gears from the front of the car they are on the right side.
Is it actually hanging over the edge just a bit, or is it just hugging the edge? Do as Mitsu Tech said, look from the top, straight down and see if it looks like something is sitting out of line a little bit. I have seen the hug the edge with no ill effects, but if it is comming off that is another story.
