timing belt sliding

today i put the timing belt on the engine out ofthe car and i notice that when i turn the engine over by hand the belt slides to the out side i know its not to tight or to loose and everything looks strait so what would cause this. it also did it when i put the new belt on when the engine was in the car

The belt walks when the tension across the belt is uneven. The first place to check is your pulleys (idler and tensioner) and then the tensioner arm itself. The pivot for the arm has been known to wear out.

what do i check for and how do i know if the pivot arm is worn out
 
well today i fixed the problem. the tenisoner pulley looked odd with the belt on it so i put a washer behind it and now it stays perfectly in the center. i think a spacer or somthing fell off when i took it off .
