Timing belt

So iam going to replace the timing belt on my 98 and the question i have is how much torque do i put on the tensioner pulley? I watched a video on youtube from the factory where , where it is 2 foot pounds or 24 inch pounds and 1 forum said 20 foot pounds. I dont think 20 foot pounds is the right answer if anyone can help i would greatly appreciate it.

Thank's that helped alot and im thinking of installing some delta cams 272/264 while im doing this even maybe a balance shaft eliminator kit.
