timing always off half tooth during crank rotation

i will have the timing set dead on point a when i go to do the crankshaft rotation check to make sure everything is right there is no resistance or it doesnt stop rotates smoothly but when im back at the tdc the cam gear timing mark are always a half a tooth to a tooth off and i dont know why. could it be due to a bad camshaft position sensor or something. read something about the head has been shaved too much, it is a rebuilt engine. is it ok to run the engine like this. im doing water pump replacement. would appreciate any help that can be provided. just got motor and dont want to mess thing up more then they are.
 
You may think youre dead on the crank but you may not be. Look again. It takes very little movement to look like youre off. As a blind test line up the cam marks and check again. Im not real familiar with nt but im guessing its similar
 
The OP has a non-turbo, not sure if the ones other than what I listed will work. The one I make actually locks the camshafts in place allowing those with adjustable cam gears to zero out their aftermarket camshafts the way they were intended by the manufacturer. But, it will also work on stock camshafts and stock gears as well allowing you to just slap the belt on and call it good. The other ones listed are for the 4g63 and I'm not sure if they work or not.
