throttle slightly sticking

My throttle body seems to be sticking when I come to a red light or stop sign. I've confirmed this using my maftll Top voltage. When coming to a stop the voltage reads
60. Now when I flick the Throttle it closes all the way the volts read. 50 and my idle comes back down to regular. My question is how do I fix this.

Take off the TB elbow and clean the throttle plate with some kind of solvent/intake cleaner etc. There is probably just some buildup on the throttle plate which is holding it open just a little bit. Spray some cleaner in there while working the throttle plate and then wipe it clean with a rag. Repeat until the throttle plate is clean and works smoothly.

Do you still have the cruise control box installed? If so that is the culprit. Open it up, clean it out and lube it up.
If no cruise - the TB butterfly needs to be loosened up. Also, check to see if your cable is binding anywhere to cause it to stay tight. Lastly, your TPS is sticking. You can see its range of travel when it is unbolted.
