Throttle body won't close...idles at 1500 rpm

Every now and then my car gets stuck at 1500 rpms and won't idle down. Last summer I replaced the battery and it seemed to idel fine again...

Well it's doing it again now so I popped the hood and noticed that when I twist the thottle thing by the coiled spring to close the throttle the car idels fine, if I rev it a few quick times and let go it idles at 1500 rpms again until I twisted it close a little more.

Think I should get that mccc stuff and clean out the whole intake system? Does it have to do with that ics thing? Car has 64K miles. Thanks.

It sounds like a vaccum leak.

Seems kinda wierd it idles fine when I force the plate to close more but I guess that place extra space it suppose to be there?
