Car Idles at 2000 rpm

The car (95 gsx) idles fine when first turned on, after driving it around awhile it idles at 2000rpm and sometimes higher. It has 264/272 cams, fully built motor, 60 trim, AEM bla bla bla this doesn't mean it should idle at 2000rpm. When being dyno tuned AEM could not control the idle at all. Any ideas?
 
Now, would the BISS only effect the idle after beating on it for awhile??


I will check it TB is at 10% when i get a hold of the car again and the owner loads AEM on his laptop. I am just looking for an easy solution.

O2 sensor doesn't act like that
No boost leaks and even if there was would if affect AEM like that and why only after warming up (20 mins or so)?
IAC is brand new

What about the fast idle control valve?
