throttle body shaft seals

Would a leak in these cause be enough to get 15psi on an Evo 3 16g @ 5000rpms and PISS POOR gas milage? If not what else could I be missing...I've boost leak checked many times and I cant really hear it coming out anywhere else. Ive replaced both throttle body gaskets, and the outlet pipe.

Yes, if the seals are leaking bad enough, they can cause problems with turbo performance and fuel economy.

You can get bad gas mileage from lots of things, dosnt have to be a leak, but it could be. I'd check other things too like the 02 sensor, fuel filter, thermostat etc.
