The Coolant Temp Sensors is one of the primary input monitors for all EFI controlled engine system & their running conditions all the time. If it's not reading right (or bad) it can throw everything off. It is always watched by the ECU, open loop/closed loop, hot/cold, idle/boost, doesn't t matter.
The factory maps are rich under boost, in the area of 10:1 or so but leaks in your intake will cause the AFR to be even more rich since air will be counted by the MAF, fuel added by the ECU to match, and then the air never reaches the cylinders but the fuel does.
