Wanted to take the car out today and noticed a throttle cable problem. I was using the throttle cable to raise the rpms and I'm guessing it came loose from the circle wheel it rides on (don't know a better way to describe it). The when I was trying to reseat the cable, the metal that's all wrapped up (see picture) uncoiled on me. <img src="http://i27.photobucket.com/albums/c198/artem_tb/HPIM0071.jpg" alt="Image hosted by Photobucket.com">
That whole silver coil is very loose and does not have much tension anymore. I tried taking the silver hook piece of the coil (to the right of the green one in the picture) and winding it back a full 360 degrees but it is not possible. I took the tb off to get a better picture of the whole mess and noticed another problem.

Is that supposed to be capped off? There were no hoses connected to it and it's been that way for a while now.
Any help you guys could provide on either of these issues would be much appreciated. Thanks
