T25 Makes whining noise but still pulls

Okay, well it doesn't pull that hard. But after a hard race my turbo sounded like the infamous supercharger sound. After eliminating obvious boost leaks it quited down but still was present. Weird thing is, it still pulls like it has juice but not like it used to. So should I put this turbo to rest and upgrade or could this be a different problem?

Take the intake tube off and look to see if the blades are rubbing on the compressor housing. If it is, it won't be pulling for much longer.

i'd quickly try to fix this...

do as above, also check for shaft play
