Stuck in fifth gear

Was shifting through gears and thinking about getting to actually drive my 92 talon tsi awd when the trans stopped shifting properly. I could get in and out of fifth smoothly but I can't move over to 3-4 or 1-2. I'v tried removing the shift cables and shifting right at the trans but that didn't work. This is all with the car off. Any suggestions would be much appreciated.
 
I know that's not the problem because I could shift the trans fine from under the hood with the cables off before, but now I can't.

On second thought since you say you can't shift it at the tranny by hand with the cables off, this is probably not the problem (unless the select lever shoe is severely damaged). The problem sounds like it's more likely inside the tranny.

Does the tranny control shaft move in and out with moving the lever?

The leaver that rotates moves fine, but the one that pulls up and down does not move at all.
 
Doesn't sound good. I assume it's permanently stuck then?

One more thing you might try checking. On the 2g tranny there is a interlock plate bolt that screws in from the outside. It can wear down it's end from the interlock plate sliding back and forth against it when the shift lever is moved left-right. If it gets too worn all kinds of bad shifting problems can result. You could check if your 1g tranny also has it. If the end is too worn, replace it. In the pic I put washers there only because the bolt I replaced it with was slightly too long (it bottomed out against the shaft). If not this you may have an internal tranny problem.
