2G Strut Tower Repair Question

So I took my car to the shop and he said said it flexes where the upper control arm is mounted to and that he was concerned about fixing that before we continue. Rust have been repaired in the past on the upper part of the strut towers but on the underside when they did it i guess they forgot about it or something. There isn't a gaping hole or extremely noticeable rust by any means so would a reinforcement plate be a good option? I just don't think its necessary to replace to whole strut tower if it isn't rusted out like some are.
 
If it's deeper than just surface rust, I'd be a good choice to replace the metal instead of bracing it. If there's noticeable pitting, it could be deeper.
Well I brought my car for someone to look at and they say the top plates there owner before welded on are solid but once you look under neath you can see the old strut tower metal. He is probably gonna remove it and weld some plates underneath as well to reinforce it and put some under coating on as well as fixing the core support.
 
The strut tower is composed of multiple layers of thin metal. If one has failed, all are likely compromised. Honestly, it may be best to replace them if you can. I would bet that once they are cut into, more damage will be found.
 
my car has a few holes in the towers but its pretty contained, the rust holes are rusty only 1-2 inches around the holes, they aren't very big the largest being 3-4 inches long and 1 inch wide, can i weld brace plates on the top and bottom of them and be good or is there some other way i could do it, trying to stay away from having to cut them out completely.
