Stripped fender bolts...how do I remove them?

Im trying to replace the right fender of my 96 Eclipse and the two bolts on the bottem are stripped. One of the bolts just spins inside of the threads....the other one, the head of the bolt is brokes off and the remander of the bolt is inside and flush with the body of the car. Can someone help me out on getting the stripped bolt out as well as removing a bolt with no head?

You could try to drill the bolts out and then retap them a hair bigger, and get a different bolt. That is if they holes arent visible and you have room to drill. Also, there are tools out there that you put into a drill that claim to be able to drive into the bolt and then turn it out, but I have been unsucessful with those thus far.
