Strange Idling. Bad FIAV?

When I first start the car up, in the morning or after it's been sitting a while, I get idle surge until it warms up. Once the car gets to operating temperature (around 160-170 will do), the car idles perfectly fine. I can start it up and when it starts to surge, flip the AC fan on (orange light) and it goes away and then it will come back and I flip the AC, to where the green light comes on and the it will go away again.

Does it sound like a bad FIAV? It's not an ISC. :confused:
 
It's definitely not normal. I've been in a perfectly idled DSM and that is normal. Having the cars idle surge all over the place until it's warm, is definitely not. I'm going to try swapping out TBs but does it sound like the FIAV is bad?
 
Yeah I have a few of then laying around and they have all been tested. I just didn't really know the symptoms of a bad FIAV. I'm swapping to another TB so hopefully that one is good. If not, looks like it will be time to block the valve off. :notgood:
