2G strange electrical issue high voltage and interior lights and headlights look like they are surging

My 95 TSI AWD has always had the voltage running 13.2 to 13.7 while cruising at highway speeds. While coming home yesterday, I noticed that the voltage was at 14.3 to 15. The issue is that now my interior lights and headlights look like they are surging. I haven't done anything to the car lately and the lights were fine when it was running at the lower voltage. Both the battery and alternator are fairly new and I don't have a system or anything like that.

It's not a terrible idea to test the alternator, new or not.
Otherwise there's always the voltage regulator.
