stock exhaust cam retarded two teeth

I have a question I haven't seen an answer to, and I've searched. I bought a 98 tsi awd and was told the head was built. front right of the head is stamped SBR with 168V. I'm about to do my timing belt and noticed my exhaust cam is retarded two teeth, stock cam gears. Now I know there can be reasons for this but I'm not sure. Now when I install the new timing belt kit in the next couple days is this going to be an issue? could anybody also explain why this is done? I'm not a noob but definitely no master tech either.
My gst is stock internal, just bolt ons and it's dead on. Thank you guys and gals this site has taught me most everything I've learned.

If you're sure about this the reason is likely somebody didn't know what they were doing. It will also likely run way better when fixed. Pics would help.
