I am still failing smog during idle with hydrocarbons I put everything to stock even piping.. I have fresh oil plugs wires did blt double checked vacuume lines ran a fuel system clean out they say its running great at smog shop but we all know how much some of them know about these cars.. what do I do from here?
 
I have worked at the State Referee station in SanBruno CA for the last 9 months. I may be able to help you with some questions. Have you replaced the O2 sensor, do you have access to a scope, to test your O2 sensor? have you looked into what the compression is looking like. My experience is that it is usually not the cat that is the problem. Fuel control is usually the biggest issue, next, not tuned up, next is valve adjustment, and then finally bad catylitic converters.
 
PCV system checks out okey? Timing good and no vacuum leaks from any hoses to speak of ? I had high HC due to off timing, vacuum leaks, stuck EGR valve and dirty oil.

Did all the fixes and a clean oil change, got on the freeway to get the thing super hot, came back and passed the sniff test with very low numbers in the HC department.

This year, I added a catch can and that was allowable to use to aid in reduction of HC output, which allowed me, once again to pass with flying colors.

Another tip is: to make sure your battery connections are super tight and clean along with the other end of the cables are super tight as well. Any slightly loose connection can actually reduce the current requirements causing systems not to be as productive in getting the hottest spark available, and will give you poor fuel performance and increased emissions...to fail sniff tests.
 
Meant dynamic timing, which is using a timing light, grounding the ECU tab to chassis and marks at 5* BTDC.

You're describing static timing with the motor at still...in which you got some timing problems already if your cam marks are straight across the head and showing a two degree difference there on the balancer... or the pulley section of the HB is beginning to slip around the middle part giving you false timing readings ... where all marks should be at zero at TDC.

The 2g doesnt have adjustable ignition timing.
