I dont think they are swapable. Cant you just take the belts off the ps pump thenget rid of it and run the lines on the rackso they are looped back into the rack. I realize either way the ps rack is going to weight more than the manual rack and the gears will be some different but its worth a try.
 
It will also be much harder to turn a power rack then a manual one without the pump. If you do just use the Power rack when you loop the lines put a catch can in between with a filter at the top so when you turn the wheel the fluid does not build pressure making it harder to turn the fluid just gets pushed around between the lines through the catch can bleeding all the pressure.
