Starting car for first time. Wont crank over.. bad ECU?

That is definitely not a bad ecu. The engine will crank all day long with not ecu or a bad ecu. That sounds like your battery is not charged or you have a bad connection from the battery to starter.

Oh okay cause when i put the battery charger on it and try to start it it makes that crazy noise but then when its not on and its almost dying it makes that normal noise when the doors open but then the battery dies.

Let the battery charge for a few hours than test the voltage on it.

check your fuses and charge the battery and check your grounds
Remember the 3 things needed to run gas spark and compression so go through all 3 and see if there is a problem somewhere in there but it has 2 be one of the 3

Well the battery is supposed to be at at least 12 volts to start the car so you likely have a bad battery. 9 volts is no where near enough to turn the engine over.

Alright thanks for the info man. So should i just plug my coil pack in and just try to start it or should i leave it unplugged and just crank it over for a while since its been so long?

You need to pull the mpi fuse if you are wanting to prime the engine. IF you just un hook the coil than you will still get fuel in the cylinders which can get in the oil. First get a good battery in that thing.
