speedometer and tach acting weird and ecu possibly dead?

ok Ill explain the situation and any help would be appreciated.
first problem is that when i turn the key on, the tachometer and speedometer rise to 50mph and 3k rpm until the key is taken out of the ignition. no other eclipses ive ever seen do this.
second problem is the car has no spark. i swapped a bunch of parts with a friend on his car and all we could figure out is that everything worked except the ecu. so the ecu is known to be dead, but when i put his ecu in my car, it still failed to recieve spark to the coil packs (yes the coil packs tested good)
my question is why everyhthing tested good in my friends car except the ecu, but why his ecu didnt work with my car. same engine (420a) only difference is mine is a 97 and his is a 98. would that matter?
again any information would be appreciated. thanks so much
 
This sounds like a wiring problem for sure, if your friends ecu works in his car and not in yours you most likely have some wiring shorts or broken/grounded wires somewhere.
Go through your wiring and make sure no bare wire is showing or any wires are cut or rewired wrongly, I bet you find your problem.
