Idle problem and rpms acting weird

Let me start off by saying that I did a search on the IAC and idle problems. I did find a lot of info but I still was not able to find the answer to the rpm thing. Also I just had the oil pan gasket and some other gaskets replaced because there was a pretty bad oil leak, but the car ran fine before. Well now the car idles horribly like its stuttering and usually sticks around 700-800 rpm but its not smooth. Also the motor vibrates like crazy. But the weirdest thing is when I'm driving around. I just noticed today because I was watching the acceleration vs rpms. Well when accelerating and also when cruising the rpms are not steady. The needle does a little jump or stutter. I have a buschur stage 1 block and the guy who replaced the gaskets said the timing was set back 10 degrees and he said thats why it is shaking, but I never had that problem before. So any help would be awesome and I apologize for this being so long.
