Weird Speedo and Tach Problem

Im just finishing up a 6 bolt swap and having some problems with my tach and speedo. I haven't started the car, but when I turn the key forward, the tach jumps from 0 to 3000 rpm, then back to 0 when I turn the key to off. Also, when I turn the key forward, the speedo jumps to 60mph, then when I turn the key back to off, it slowly drops to just under 20mph and thats where it stays.

I did install white face gauges so I did have the the needles off. But I wouldn't think either gauge would move, since there isn't any signal coming from the coil for the tach or the transmission for the speedo when the car isn't running, or moving. Any ideas?

Things should be normal when the car is actually running.
