How do I take out the foglight bulb? Do I have to take out the whole bumper?

I saw this product, it's like belt protector or something used on cars. It says, protects belts, stops squealing, etc. Can anyone confirm that this/these products works?

I think everyone knows that there is a bulb in the foglight, how do I take that out?

My timing belt is squealing. The first pulley w/ belt you see next to the engine when you pop your hood. I was wondering, if there is a product that stops squealing. Seen one today at Canadian Tire, and thought maybe it might work, but was afraid to try it with approval.

Stuff like WD40 I heard stop squeaks and such, but it's flammable and I'm afraid it might catch on fire haha. Anyways, is there any products that might stop the squealing?
