I've had instances in the past where I would randomly get a big puff of smoke out of the exhaust but it would immediately go away and not happen again for years. Over this past winter was the first time I've seen it drip out between the turbine housing and cartridge. It seemed that the clamp was a little loose so idk if that's an issue. Is this something you guys have experienced before? Is it an issue of the oil seals lining up just the wrong way at the wrong time? This is totally confusing and makes no sense to my brain.

If you're sure it's from the CHRA, it likely needs turbo seals or possibly the drain to oil pan is restricted (which could even be high crankcase pressure). Otherwise you might be dealing with worn valve stem seals or piston rings - any avenue that allows oil into the exhaust. This is assuming oil is inside the exhaust and smoke out the tailpipe.

If it's oil outside the exhaust and smoke under the hood, look for a leak or the dipstick popping out.
 
It was definitely from between the cartridge in the turbine housing. Since it happened I have done a few cold starts but never enough to get the exhaust up to a temp that would smoke oil and the inside of the exhaust is dry except for between the turbine housing and cartridge. The clamp was a little on the loose side so I'm confident that's why it even leaked out in the first place. I think what made it look worse was that I had a blanket over it at the time which happened to hold what didn't appear to be a lot of oil against the compressor housing. Is it uncommon for seals to on rare occasions leak just enough to smoke a bit then stop for years at a time?
