If i block off my EGR valve and remove all the vacuum lines, I'm gonna pass emission test or no??

depends on the emissions test, but most likely you wont. the most basic of emissions tests are just a visual check, and even if they just do that you wont pass unless the inspector is very friendly. you are almost guaranteed to fail a dyno type emissions test.

this isnt to say you -cant-, stranger things have happened, but i wouldnt bet on it.
