Why does my Eclipse (1990 GS) not have the same skirts as the 1ga below it? Is it a GS vs GSX thing? or a model year thing?

Sideskirts as you call them are only on turbo cars from the factory.

that's not true, I had a 91 gs parts car and a 92 talon NT both had factory sideskirts

90-91 talons had different body trim based on the model.
