Just pull that clip out with a pair of pliers.

Yes, exactly. Similar to break hose mount clips. The cable should lift right out. Then the bracket can simply be unbolted (if they aren’t rusted-seized, in which case, becomes not simple). Obviously you need a new shift cable set, too. Likely NLA, but used ones come up in the classifieds fairly often. If it’s a 1990 model, not as often. I have a spare set I’m hoarding, just in case.

After soaking it with PB Blaster or some other lubricant/penetrator.
