Seat belt will not retract

Is there any way to rebuild, lube, or tighten the spring in the seat belt? It still locks if you pull real quick on it, but will not retract. More so since its cold outside.

Oh how I feel your pain. And how the previous owner got the belt itself so dirty too..

Mine retracts about 6inches and stops. I can't even feed it into the "rewinder" to get it to pick up more belt. I've taken a look at the "rewinder" before but It didn't look easily serviceable. I've been thinking of making my way to a junkyard, I just hate to pay an admission fee and find no suitable part.

I thought about the junk yard too, but the spyder and coupe ones are different.
