You can unscrew that lever and remove it from the lower half of your Throttle body. I would just get a FIAV bypass plate and keep the ISC if at all possible.

Who sells that block off plate with provisions for the IAC? Also what is the little screw for on the S90 below the inlet?
 
This ever get solved? Running into the same thing. The lever in the stock TB vs the S90. Did you go block off? Or just remove the arm?
