I have a 1995 Eagle Talon ESi. Currently when started it jumps to about 3000rpm and just stays there. If you hit the gas it sputters and stalls. This car has been to 4 different mechanics, none can solve the issue. None of them had the diagnostic equipment to properly read the computer either. I tried my local Dodge dealership, they referred me to a local Mitsubishi dealership who claim to not have the equipment anymore either.

Long story short, I've replaced every sensor and have checked (as well as the mechanics who looked at it) for vacuum leaks and can find none. The throttle position sensor has been replaced (professionally) and nothing changed. The check engine light does not come on and doing the manual key trick to give you codes comes up empty. The only thing i can think of left is the computer itself is bad.

Anyone have any other ideas? Maybe I'm missing something? I'm about ready to burn this thing ><

If the ecu is reporting codes properly, and none exist, you should at least get “55” representing “end of codes”. The fact that you aren’t getting any indication at all, to me suggests that either the bulb is blown or the ecu is bad. This is a common issue with ‘95 non-turbos. When mine went, as you, I got no light at key-on, however I wasn’t able to start the car at all.
 
If you are saying the CE light is not coming on for a few seconds and then going off that is the first problem to troubleshoot. Maybe it is just a burned out bulb but that should be fixed before you go any farther because an ECU that will not light Check Engine while booting up is almost surely dead in other ways.

Pull the cluster and check that bulb. And be sure it's making contact with the printed circuit traces -- corrosion there is common enough that I think I've had at least one 'bulb okay but no contact' in every 90's Mitsu I've worked on.

Am I remembering correctly that the '95 NA cars got OBD 1 (or '1.5') diagnostics that require the OBD 1 reader? But with an OBD II connector? I've got a '94 Expo LRV like that.
