I'm in the process of lowering my car. After many frustrating hours with the front, I finally finished that up. But now after I took both rear struts off and try to disassemble them, there's ones metal sleeve bit that will not come off. It's part 41971 in the image below.

Is there a special way to get this off? I'm soaking it with PB Blaster overnight, but I don't know if this will work. I need all of the stuff under it to put on the new struts. Could I go to an auto parts store or a dealer and buy the rest of the stuff? About how much would that cost?
