its sitting in wd-40 now, if I try to twist it the whole thing spins, I tried locking it with channel locks and still no luck. Is it suppose to twist off or push off ?

My car is in NY, so needless to say it has had some tough bolts. You might need a stronger penetrating oil. WD-40 is more of a surface lube. Are you trying to reuse the springs? Try clamping harder.

If it dont come off try using a sliding hammer that will help

Are you re-using the struts? If not, get two pairs of vice grips and lock one paid on the shaft of the strut. Put the other on that sleeve and try to twist it off. It's supposed to just slide on, but it's rusted on. Maybe try some heat as well.

alright I just sprayed it with pb blaster, I was thinking worst case I could just saw the strut since its useless to me but damn this is starting to be a bi***.

RESOLVED, I let is soak in screw loose all day took a foot long breaker bar and a hammer and starting beating the sh*t out of it and it came out.
