Rear seats headrest???

Hey guys just as the title says have any of you ever heard of headrest for the rear seats?
Why am I asking? Because on saturday a went to the yearly inspection smog and visual I passed the smog and the engine visual inspection (GM maf C.O.P with ARC-2 and some other engine mods) BUT I didn´t pass the interior visual inspection because I´don´t have rear headrest :confused: I was like WTF are you serious?? (I have the OE rear seats) and yes I told them this is a 95 hatchback most cars from the nineties don´t have headrest anyway, he was like oh sorry man but you need to find some headrest for this car and he failed me:banghead:
Any ideas guys? Where or what can I put....
And you thought Cali inspection was hard... LOL
 
Ya never heard or seen rear seat headrests in dsm's. Man sounds like a big pain, I never let anyone ride in the back anyway let alone worry about if they have a headrest. Is there another inspection station you can go to with less of a douch bag, I would ask to talk to a supervisor or something. What is this world coming to when we can't even drive our cars because of rear seat headrest in a 2 door sports compact. Lol if it helps I'm sure all of us can give you pictures of our rear seats to show they don't exist. Just make them outta duct tape and cardboard and say they are the oem headrest LOL.
 
Thanks for the sugestions (except for the one of removing the back seats LOL) and is a private company that does the inspection that works for the government so I can´t just call the state to ask why! I can complain with them tho but takes months for a resolution or a simple answer, I spoke with a supervisor and he told me "I´m sorry that´s the law" I don´t even get it since my car fulfils with the ambient and safety standars why should they care about the haedrest on the rear. What pissed the most is that a met with a buddy last night he has a 95 gst and he passed without the headrest... anyway a friend of mine is going to borrow me some headrest from his SUV I'll tape them and go. By the way the guy gave me a reinspection ticket just for the headrests so any other station I´ll they still going to ask for the them
 
So what if you had an old collector car from the 60's, 70's even 80's that don't have headrests, all of them wouldn't pass? They were all made that way before, specially in the back seats. Seems like a "we need money so we'll fail a couple" thing.

I thought of the same thing! I told the guy I´m not ruining my leather seats just for that! I guess there must be an exception or a special permit IDK to bad if they want money :toobad:
 
Couldn't you show them the owners Manual or something as proof there's no possible head rest for these cars. Even the 99's don't have them. I wonder what would happen if you just pulled the seats out just for inspection to pass, it's only 4 bolts. Then just tell them its a 2 door sports car with a big trunk space LOL.
 
Trust me guys I called everybody and explained in detail about this car and most hatchbacks I don't know what the hell is wrong with these people like they have never seen a sport car in their entire life or just plain stubborn, many actually they were surprised that they failed me but didn't have power to do anything so here is what I did
