reading boost but no pull????

hey guys i am having extreme power loss, my car is 2g with s16g with all supporting mods, and the car does not pull AT ALL in boost i noticed a exhuast leak out from the head to exhaust manifold, but i am having my concerns that that is not my complete problem, my turbo is good, no shaft play, and no smoke, and spins freely, my hardpiping and couplers are all good, and my boost gauge still reads the 18-19 psi that i have it set for, the boost gauge is hooked up off the intake mani and fpr and has been very accurate, also, my bov isnt blowing off correctly , its barley sneezing,
Please Help !!!! and input you guys can give will be a big help
 
would the pre turbo leak cause that much power loss, i know it will cause the very slow spool up , but would it cause the weird blow off and extreme power loss?
 
It can contribute to those listed symptoms. Are you logging at all? Might want to see if you are knocking a good bit and are having your timing pulled.
 
i just purchased a logger and its on the way, but this happened all of a sudden thats why im confused
