quick balance shaft question

just wondering how much resistance the balance shaft should give when I turn it...i recently replaced the hea gasket on my 92 GS NT 46g3..and while I was thinking about eliminating the thing...its really just a daily driver and I might as well keep the belt in there, not worried about it breaking anytime soon(it was broken already when I took everything apart...not a surprise, (recent timing belt only replacement by incompetent mechanic 60k miles ago according to previous owner) anyway, I can turn it easy enough...I just wanted to know how I can tell if it needs new bearings(if it does I'll just eliminate the thing)

anyone know? it certainly doesnt "spin freely" but then, I woulnt expect it to, being a heavy unbalanced thing, when I turn it there doesnt seem to be any resistance that I can feel, I guess it takes about as much force to turn as it does a bolt you are threading into place(before final tightening)
 
there should hardly be any resistance on the balance shaft, including the one on the oil pump, everything must be able to spin freely, and if not then theres problems.
