As long as the top of the bumper doesn't seal against the core air will flow through it. Perhaps not as well as that area that is directly exposed to the air, but well enough. The factory radiator and ac core is covered by bumper cover. Especially on <97 cars.

The intercooler is 2" back from the edge of the re-bar, plus the rebar is cut way up and back from the intercooler and the bumper cover is also cut way back. That is also why I had them make the cooler a little shorter from 10" to 8.9". When everything is installed there are 3 rows that are covered but air can easily travel upwards from the front of the bumper inside it.

The bumper design of the 97-98 Talon doesn't really allow for much use of a very tall intercooler, but it works well with a long one. That's exactly why I went with the 2-216 for the length, just didn't need the height so 2-3 rows were cut off it before Spearco did the end tanks.

When the bumper is all installed like normal you can put your hand right upto the top of the cooler, so air should be able to hit that part no problem. If it was covered tightly then there woulnd't be much point but I cut everything and spaced it back as much as possible to create the maximum amount of room for air to flow up there. Probablly a good 2-3 inches of room for air flow, shouldn't be a problem.
