1G Problems with fuel injection

After swapping my new motor into my 90tsi it seems like my #1 and #2 injectors are the only ones working. The motor turns over fine when cranking, but after it didnt start I began inspecting the fuel system. ( because I had spark) So I pulled out the fuel rail and then turned the motor over. Fuel only comes out of injectors 1 and 2 no others. I swapped the injectors around and injectors 3 and 4 squirt fuel when plugged into 1 and 2s plugs. What could this be. I began to take the plastic covering off of the injector harness to see if a cut wire was the culprit. But it seems the harness is fine and the problem exists somewere else. Any ideas? Thanks in advance

We attached a multimeter and the injectors are getting voltage when we turn it over. All 4 jumped to the same voltage when we turned the motor over. There def not clogged because we changed them around and the injectors work on plugs 1 and 2
