Problems Starting After Sitting for a few Minutes

Hello, before we get started I have an idea what a possible cause to the problem is, which is the fuel filter.

Problem:
After shutting off the engine and letting it sit for around 5-10 minutes it will no longer start. It will turn over, it just will not fire. However if I leave it sitting for about an hour or two, it will crank right up.

I have recently replaced the battery cables and oil, this issue was before those changes and is still an issue.

I have the gut feeling that it could be the fuel filter, but I am not sure.

On my girlfriends car when that happened it was the water pump actually siezing and preventing the car from cranking fast enough to start. Once it cooled off, it would run again.

I planned on buying belts and water pump along with it. I know my belts are bad off.
