Power steering problem

I just finished swapping my engine/trans over from my talon to the eclipse shell I bought. Start it up and the pump is making noise. I figure it needs bled since the guy I bought the shell from said he had just put the rack and pump back in. He said he was running a depowered rack the last few years and that it was the worst mod he ever did so he decided to go back to PS. Anyways I shut the car off and put it back on the jack stands. SOB I just got it on the ground after a month of wrenching! I then, with the car off, turn the steering wheel lock to lock until my arms are tired. If I had to guess I'd say I did it 100 times. The whole time my buddy was watching the resevior and said no more air bubble were coming out by the time I was done. I then decide to start the car up. Good news no more PS pump noise. I next decided to turn the steering wheel, with the car running, and the tires started shaking almost violently. I can feel it in the steering wheel and it is VERY noticeable I the tires. This is all happening with the car still on jack stands. I checked to see if the rack itself was moving and it isn't. There is no play in the steering system at all new tie rods and poly bushings have been installed and every bolt on the car is tight. What could be causing this shaking/juttery steering?

Here are a few things that crossed my mind.

1. I need to bleed the system more/get a vaccum bleeder for it.

2. The pump/rack are bad.

3. Maybe the PO intalled the lines reversed when he put the rack in.
 
It sounds like a pressure fluctuation. check the steering box connections and the lines/connections on the high pressure side. usually there is a connection behind the clutch reservoir to check. Also, check the belt tension to be sure it's not slipping on the power steering pump. I had this problem and it cause a pressure surge that blew my power steering lines and i had to bypass the cooler.
 
Jack up the car and open the power steering resevior. Jack up the car and turn the wheels back and forth (without the car running) about 10 times each way. After you have done this check the fluid level. Top off if needed then try starting the car and watch for bubbles. If there are none, try turning the wheel.

I have replaced my rack and if I remember correctly the lines are pretyy well only going to fit in the correct place because of the way they are made.
